Together for an inclusive society: Council of Europe resolutions

The 10th Provox campaign, entitled Together for an inclusive society, highlights a major issue: the social exclusion of young people in Europe. Today, a third of young people are in precarious situations, encountering difficulties in accessing social rights, decent working conditions, education and healthcare. Faced with these challenges, the campaign aims to mobilise European and national stakeholders to build a more equitable and inclusive environment for all.

Le 10th round of the EU Youth Dialogue, led by the Spanish, Belgian and Hungarian presidency trio, was based on consultations and European youth conferences. The results of this cycle are integrated into the proposals resulting from the exchanges with young people, thus contributing to the development of European policies.

The culmination of this campaign coincides with the development of the final recommendations and the adoption of a resolution resulting from the conclusions of the Council of Ministers, taking into account the results of the European Youth Conferences and the contributions of young French and Europeans. The initiative is structured around European Youth Goal #3: creating inclusive societies.

The emphasis was on the youth mental well-being and on the need to develop inclusive non-formal and informal learning environments. In order to strengthen this approach, six recommendations and 34 implementation measures have been formulated, aimed at promoting solutions adapted to the least advantaged young people, particularly those living in rural and remote areas.

These measures include promoting affordable housing, improving financial education for young people, and establishing quality, affordable mental health support systems that are tailored to the needs of young people. Other actions include strengthening collaborations between formal, non-formal and informal education, raising awareness of alternative employment pathways such as remote working and innovative agricultural practices, and promoting dialogue on mental well-being in rural areas.

The evaluation of the EU Youth Dialogue highlighted its effectiveness in engaging disadvantaged young people. However, it also highlighted the need to reach out to more young people not in employment, education or training (NEET), as well as those from rural and remote areas, in order to ensure better representation in decision-making processes.
