Youth integration in Corsica: tailor-made solutions for a demanding job market

In Corsica, the integration of young people into the job market is confronted with a marked fragmentation of the territory and its economic fabric. According to the stakeholders of the Rural Family Homes (MFR), "it is the fragmentation of the territory, the fragmentation of the economic fabric (very small structures), the fragmentation of employment, the fragmentation of the social structure and finally – and logically – the fragmentation of young people themselves that poses a problem." This situation requires adapting training courses to local specificities to promote the sustainable professional integration of young people.

The cross-analysis of the Report of the Regional Health Observatory (ORS) and the Territorial Integration Pact and Programme (PTI) of Corsica 2024-2028 highlights the major difficulties encountered by young people:

  • A high poverty rate (18%), particularly affecting young people and single-parent families.
  • A tight labor market, marked by territorial disparities, an aging population and an economy highly dependent on seasonal tourism.
  • A falling unemployment rate (6,5%), but which masks the difficulties of access to stable employment for young people without qualifications.

In this context, the PTI proposes targeted solutions to strengthen the employability of young people and limit their precariousness.

The 2024-2028 PTI focuses on enhanced, personalized support to guide young people through their integration, vocational training tailored to local economic opportunities (tourism, personal services, construction), and innovative certification solutions to enhance skills and facilitate access to employment. These initiatives aim to align training pathways with the realities of the Corsican region in order to optimize young people's chances of sustainable professional integration.

Adapted and professional training : To meet the needs of the labor market, the PTI plans to set up specific training for professions in demand, to use practical tools such as internships and work placements, and to strengthen ties with businesses to encourage the hiring of young people.

Personalized support for sustainable integration A career path advisor is established to provide individualized support for each young person as they transition into the workforce. This comprehensive support takes into account professional and social barriers, such as mobility, health, and housing. In addition, cultural and sports activities and self-confidence workshops are integrated to promote a sustainable and fulfilling return to employment.

Encourage entrepreneurship and self-employment : The PTI provides support to young entrepreneurs and self-employed workers by offering a program dedicated to RSA beneficiaries wishing to start their own business, as well as specific training in business management and finding funding, in order to give them the necessary tools to sustain their project.

Alternative certifications: towards recognition of skills : To address the lack of qualifications among some young people, innovative solutions are being implemented, such as short certifications and digital badges to promote acquired skills, the strengthening of Validation of Acquired Experience (VAE) to officially recognize informal experience, as well as the creation of modular courses combining several certifications to better meet the demands of the job market.

Towards sustainable and inclusive integration of young people in Corsica

The PTI 2024-2028 approach addresses a dual challenge: providing young Corsicans with training adapted to local realities and ensuring their sustainable integration into the job market. The commitment of training stakeholders, businesses, and institutions is essential to making these innovative pathways a real lever for social and professional integration.

The transformation of the training system in Corsica is based on this ability to offer flexible, professional and accessible solutions, in order to build a more stable future for the island's youth.
