The Youth Guarantee 2.0: a revolution for the integration of young people in rural areas

The Future Guarantee for youth (2028-2034) marks a decisive turning point. After years of criticism regarding its ineffectiveness among the most vulnerable populations, the European Union is redesigning the system to make it a lever for inclusion and resilience, especially for rural youth and the actors of theVocational Education and Training (VET)The amendments recently adopted by the European Parliament reveal a clear ambition: to leave no one behind, by targeting the territories and young people furthest from employment.

For vocational education and training (VET) stakeholders – training centers, vocational high schools, apprenticeship training centers (CFA), and associations – this reform represents an unprecedented opportunity to modernize their offerings, secure new funding, and play a central role in the ecological and digital transition. On one condition: adapting to the new, more demanding rules of the game in terms of inclusion, personalization, and results.

Rural youth, a priority

The figures are undeniable: young people from rural, peripheral, or depopulated areas are exceptionally well-suited to integration programs. According to the amendments, they represent a disproportionate share of NEETs (young people neither employed nor in training), due to:

  • Geographic isolation: lack of transport, distance from training centers.
  • Inadequate training offer: few local programs in line with economic needs.
  • Social insecurity: difficulties in accessing housing, childcare, or digital tools.

The amendments introduce targeted measures to break down these barriers:

  • Funding for mobility solutions: Organized carpooling, free public transport, or subsidies for vehicle purchases for learners
  • Development of vocational education and training in rural areas
  • Creation of "local hubs": Decentralized training centers offering modular courses
  • Hybrid training: Alternating between face-to-face (local) and remote (for theoretical courses) training, with enhanced support.
  • Support for third places: Rural coworking spaces equipped for training
  • Integrated social assistance
  • Guaranteed access to accommodation for young people in training
  • Free childcare for young parents
  • Mobility allowances for company internships

Vocational training at the heart of the ecological and digital transition

The amendments place vocational education and training (VET) at the center of the green and digital transitions, with two objectives:

  • Training for promising careers: Ecological transition Sustainable agriculture, circular economy, energy renovation, waste management & Digital Basic skills (office automation) and advanced skills (AI, data, cybersecurity), including for traditional sectors (e.g., precision agriculture).
  • Adapting routes to local needs: Skills mapping : Identify workforce needs in each territory & Modular courses : To enable young people to combine short, certified training courses

Funding earmarked for educational innovation

European funds for 2028-2034 will be conditional on innovation:

  • Educational equipment : Funding for pilot farms, workshops equipped with 4.0 technologies, or immersive rooms (virtual reality to simulate professional situations).
  • Active teaching methods Project-based learning, flipped classrooms, or real-world training
  • Recognition of informal skills : To value skills acquired outside of traditional frameworks (volunteering, self-education).
