The program responds to the limited participation of citizens in democratic processes and their lack of knowledge of the European Union, and attempts to help them overcome the difficulties of actively engaging in and participating in the political and social life of their communities or of the Union. Strengthening citizens' understanding of the European Union from an early age is of fundamental importance for the future of the Union. Besides formal education, non-formal learning can improve understanding of the Union European by citizens and foster a feeling of belonging to it.
The program promotes active citizenship and ethics in lifelong learning; he encourages'' acquisition of social and intercultural skills, critical thinking and media literacy. Priority is given to projects that provide opportunities for democratic participation and social and civic engagement through formal or non-formal learning activities. Emphasis is placed on raising awareness of the context of the European Union and its understanding, in particular with regard to the common values of the EU, the principles of unity and diversity, as well as the social, cultural and historical heritage.
In the field of youth, a strategy for youth participation has been designed to provide a common framework and support the use of the program to encourage the participation of young people in democratic life.
