Provox 2025: Transforming the voices of young people into European recommendations

The publication, at the end of November, of the consultation report from the 11th Provox campaign This marks a structuring step in the EU Youth Dialogue in France. The result of more than six months of mobilization, this report now forms the basis of the recommendations formulated by and for young people, developed collectively during the Provox Festival in December. Conducted nationwide, the consultation gathered the views of more than 1,000 young people through a survey and 252 participants during local workshops facilitated by member organizations of the National Working Group. Particular attention was paid to the inclusion of young people further removed from participatory spaces, reflecting the realities experienced in many rural areas. The findings are clear: young people express a genuine attachment to the European Union, while also highlighting a sense of distance and complexity. The lack of transparency in the functioning of European institutions and the inequalities in access to opportunities, particularly in terms of mobility, remain major obstacles.

As a follow-up to the report, five thematic fact sheets were published to make the results more accessible and actionable. Designed as real working toolsThey summarize the observations expressed by young people around the five sub-themes of the campaign “Connecting the EU with young people”These fact sheets constitute a a valuable resource for facilitating dialogue sessionsWorkshops and participatory approaches, involving young people as well as elected officials, educational teams, and local partners, served as a common working basis during the Provox Festival, allowing participants to start with a shared diagnosis before developing proposals.

From December 12th to 14th, the Provox Festival brought together in Paris more than 100 young people aged 13 to 30 from all over France for an intensive period of dialogue and co-creation. On this occasion, the MFR network was represented by three young delegates : Léo (New Aquitaine), Lilou (Grand Est) and Shane (Centre-Val de Loire). Based on the findings of the national consultation, participants worked on developing concrete recommendationsby integrating issues of feasibility, stakeholders involved, resources and monitoring, from a perspective that is both national and European.

Despite a limited presence of decision-makers, the collective work was successful. Supported by facilitators and expert resource persons, the five working groups each developed two recommendations, adapted to the French and European levels. These proposals will be included in a report submitted to the European Youth Forum and incorporated into the end-of-campaign handbook. The national Provox youth delegates – Noémi and Justin – will present these recommendations at the EU Youth Conference in Cyprus next March.

The Provox campaign continues until June 2026, with a gradual entry into the conclusions phase. Local feedback sessions and dialogues will further the momentum, offering local stakeholders – particularly in rural areas – concrete opportunities to engage with the results and discuss them.

At the European level, Cypriot Presidency of the Council of the EU (starting in January 2026) is fully in line with the 11th cycle of the EU Youth Dialogue. Its priorities — democratic participation, inclusion, social cohesion and a sense of European belonging — directly echo the expectations expressed by young people during the consultation. The EU Youth Conference in Nicosia (17–20 March 2026) will be a key time to promote these recommendations and strengthen the link between realities on the ground and European policies.
